The public sector cyber resilience gap: new global research

Public sector organizations are under sustained attack. Material cyberattacks that cause measurable financial, operational, and reputational damage are disrupting critical operations, triggering regulatory consequences, and exposing significant gaps in cyber resilience and cyberattack recovery readiness.

The data also reveals a dangerous confidence gap. A global survey of 399 IT and Security Operations decision-makers across 11 countries found a widening divide between how resilient public sector organizations believe they are and how resilient they actually are. 

The scale of the public sector cyber resilience challenge is clear:

  • 67% have experienced at least one material cyberattack 
  • 92% paid a ransom, averaging USD 1.3 million per incident 
  • 97% faced legal or regulatory consequences 
  • Only 4% demonstrate mature cyber resilience
